ENCSD established in 1964. It's a day/residential facility for education of children who are deaf and hard of hearing. It is located on 54 acres in Wilson .

The ENCSD is dually accredited by the Conference of Educational Administrators Serving the Deaf (CEASD): an organization of executive heads of educational programs for hearing-impaired students in the U.S. and Canada and by the Southern Association of Colleges and Schools (SACS), also known now as AdvancED, the largest K-12 accreditation organization in the US.

ENCSD is under jurisdiction of the Office of Education Services, which functions as the central office for all the educational programs in the NC Department of Health and Human Services.
