Founded in 2001, OACCD is an umbrella organization that provides administrative and financial foundation to the 9 Community Centers for the Deaf (CCDs) situated throughout the State of Ohio . The organization had been informally organized for over 20 years (starting in the 1970's) before OACDD became a formal 501©3 non profit status organization to help streamline operations and communication channels.

The CCDs are the only centralized programs for people who are deaf/hard of hearing that provide access to a wide range of community-based services and activities. The 9 CCDs are located in: Akron , Canton , Cincinnati , Cleveland , Columbus , Dayton , Mansfield , Portsmouth , and Youngstown .
All CCDs in Ohio are required to provide the following services with some CCDs giving certain goals priority over other goals, depending on local needs. They include:
