Mission Statement:
To provide comprehensive data, trusted analysis, and influential policy recommendations that enables government and social service agencies to acquire more resources, improve services, and implement effective solutions to prevent and end homelessness in the San Diego region.
Program History:
Created in 1984 as the Mayor’s Task Force on the Homeless, and established as an independent 501(c)3 nonprofit corporation in 2004, the Regional Task Force on the Homeless (RTFH) plays a crucial role in San Diego County’s shared mission to end homelessness. Since 1984, the RTFH has collected and distributed regional data on homelessness to help policy makers and homeless service providers devise appropriate strategies to meet community needs.
Our daily work empowers dozens of local providers to help homeless persons and families return to lives of dignity. The RTFH proactively shares our findings and recommendations with collaborative planning groups, elected officials, the media, and our community.
Agency Support: Our central program/service, the “Homeless Management Information System” (HMIS) is the lifeblood for all local agencies that enables them to streamline referrals, to improve case management, to more effectively use emergency resources, and to produce accurate and timely reporting. The RTFH staff provides support for 45+ direct service agencies, 300 distinct programs, and 400+ users.
Research: Easily accessible and accurate information is critical to developing effective programs for persons in need and our inter-connected communities. We address community needs by making detailed information available that enables local homeless providers to attract the resources needed and to serve the 8,000+ persons who are homeless in our region.
Advocacy: RTFH works closely with the San Diego County Regional Continuum of Care Council (RCCC), the body that is responsible for oversight and management of the County’s Federal Housing and Urban Development (HUD) funded homeless service programs and services. The RCCC is made up of members from a variety of service providers representing the numerous issues associated with homeless including housing, mental health, substance abuse, domestic violence, and HIV/AIDs.
