The Mission of the Board of Education and Services for the Blind is to provide quality educational and rehabilitative services to all people who are legally blind or deaf-blind and children who are visually impaired at no cost to our clients or their families.

Program History:

The State of Connecticut Board of Education and Services for the Blind (BESB) is the only state agency that provides a comprehensive range of services to children who are legally blind or visually impaired and adults who are legally blind. Established in 1893, BESB is the oldest continually-operating state agency in the United States that provides services to individuals with visual limitations.

BESB's mission is to enable its consumers to become more self-sufficient and to maximize their participation in the community, at school, and in employment settings. It is important to note that most people who are legally blind retain a significant degree of partial vision. Therefore, it is crucial to connect with professionals at BESB who may offer individualized services.
